There was an outcry recently when a student on the island of Euboea charged that he had been beaten in a local police station for writing leftist slogans in public. Critics of Premier Constantine Caramanlis say that the incident indicates that the new Government has not moved fast enough to purge remnants of the old military regime, which collapsed last July during the Cyprus crisis. But while the junta ruled here, most witnesses were too frightened of reprisals to talk about their experiences.

New report highlights the ill-treatment of asylum seekers in Greece. As a result of the policy, the conditions for asylum seekers trapped on the Greek islands have rapidly deteriorated. Conditions in the camps on the islands fail to meet humane standards — with overcrowding, failing sanitation services and a lack of support for individuals suffering from severe mental and physical health problems. The length of time spent on the islands as a result of the containment policy, and slow processing of applications, means that individuals are forced to remain in harmful conditions. The new report released today by Refugee Rights Europe and partners is a rigorously researched account based on first-hand evidence, testimonies and observations documented by 12 civil society organisations operating on the Greek islands and the mainland in , combined with in-depth research conducted by Refugee Rights Europe in Chios, Lesvos and the Greek mainland in Amongst the key issues are the alarmingly poor conditions in detention, with inadequate sanitation facilities and a lack of access to medical care and legal safeguards. In addition, evidence points to an alarming rate of gender-based violence against refugee and asylum-seeking women and girls occurring in Greece, and in particular on the islands.
GCR aims to ensure that people in need of international protection, such as victims of racial and gender violence, victims of domestic violence, victims of trafficking and other forms of exploitation, survivors of racist violence or other hate crimes, receive the protection enshrined in national, regional, European and international human rights conventions, legal acts and relevant protocols. People who leave their country out of necessity, seeking protection in Europe, are very often victims of systematic violence in their country or during their journey or even while they stay in Greece. The levels of violence and harassment are many and usually go unnoticed. GCR offers specialized services aiming at holistic support on all levels of the needs each person might have. For victims of sexual and gender based violence SGBV , a multidisciplinary group of professionals receives referrals from other institutions, visits accommodation facilities and serves a dual purpose: to inform people on their rights and protect victims with necessary interventions, in order to support beneficiaries.
The report highlights the systemic overcrowding in three of the five psychiatric establishments visited Evangelismos, Gennimatas and Sotiria , with patients at Evangelismos being accommodated in the corridors. In all five hospitals visited, the CPT is critical of the lack of staff and over-reliance on pharmacotherapy, and the fact that patients were offered few activities. Further, at Korydallos Prison Psychiatric Hospital, it found that the use of the basement protection cells for the seclusion of patients without supervision and for extended periods could easily be considered inhuman and degrading. Moreover, safeguards surrounding involuntary placement procedures were found to be insufficient in law and practice. In particular, the new draft law governing involuntary placement will increase the safeguards for psychiatric patients.
